In a groundbreaking development the Borno State Internal Revenue Service (BIRS) on Friday, Feb. 23, announced that it has generated an impressive ₦1.3 billion internal revenue within a mere 14-day period. 

This remarkable feat, achieved in a state still recovering from the aftermath of a violent armed conflict lasting over a decade, highlights the state’s dedication to improving tax collection efficiency and fostering financial growth.

During a press conference on Friday, the Chairman of the BIRS, Professor Bello Ibrahim, announced a significant milestone: the Board had generated a record-breaking ₦1.3 billion naira in Internally Generated Revenue (IGR) within the first 14 days of February this year.

The chairman explained that this achievement occurred during the Board’s regular bi-weekly remittance to the state government, which typically takes place on the 15th and last day of each month.

Ibrahim, a professor or Economics, emphasized the strategic initiatives and technological advancements that had enabled the Board to achieve such a significant feat. 

He said the key to achieving success lies in commitment, and he made that known to the revenue staff he met on ground at the onset of his tenure last year. 

“I made it clear that without commitment, accomplishments are impossible. My concerns have been alleviated by the numerous consultations I have had with them. They understand that we are fully dedicated to our goals this time around. Consequently, many initiatives were implemented swiftly. 

“When I mention that revenue has increased, it’s not due to an expansion of the tax base, but rather an actual increase in revenue. Therefore, it’s not the base that has grown, but rather the efficiency of collection and allocation. By streamlining processes, ensuring proper allocation, and enhancing transparency, we have achieved the results we see today. In essence, the technical term for this improvement is that leakages have been significantly reduced.

He stated further that, “The level of growth and steady increase in revenue that we have witnessed in the past two weeks is a reflection of the impactful initiatives and reforms we have put in place.”

He further highlighted the importance of modernizing tax collection methods and eliminating inefficiencies to enhance revenue generation.

“Our focus has been on improving transparency and accountability in tax administration, as well as leveraging technology to streamline our processes and maximize revenue collection,” the Chairman remarked.

The BIRS Chairman’s announcement was met with widespread acclaim and recognition, with stakeholders and members of the press commending the Board’s remarkable achievement. 

One journalist in attendance stated, “The Borno State Internak Revenue Service’s ability to generate ₦1.3 billion in just 14 days is truly impressive and sets a new standard for revenue collection in the region.”

The success of the BIRS in achieving this milestone serves as a testament to the dedication and commitment of its leadership and staff.

With a renewed focus on driving sustainable growth and development, the BIRS’ record-breaking revenue generation highlights the potential for continued success and progress in the region’s economic landscape. 

The Chairman’s a university don of economic with specialisation in taxation, took time to explain the ideals that drives his innovative mission for the Borno state government under professor Babagana Zulum.

His words: “Our core principle is to ensure a fair and transparent government,” said Professor Ibrahim. “Today, I address you to provide an overview of our recent accomplishments in terms of tax assessment. The main focus is on revenue generation and the importance of showing tangible results to justify any initiatives or arrangements made.

“In January, before my tenure, the organization saw a significant increase in revenue due to various factors such as collection of accumulated payments from the Federal account and the start of the new tax collection season. The trend of revenue growth continued through July, with slight declines in August and September. However, there was a notable increase in revenue by February this year, with a record remittance of ₦1.3 billion in just 14 days.

“Our revenue profile has shown a steady growth trajectory, reflecting the impact of the initiatives we have implemented. This growth is a result of ongoing reforms within the organization, aimed at enhancing efficiency and accountability in tax collection.

“Additionally, we have undertaken internal reforms, such as restructuring departments and optimizing resources like vehicles and equipment procurement. We have also reviewed the number of ad hoc staff employed, ensuring efficiency and proper utilization of resources.

“By focusing on automation and modernization of tax collection processes, we have significantly reduced leakages and improved revenue collection. Taxpayers now have multiple payment options, including online platforms, POS locations, banks, and mobile payments, making the process more convenient and transparent.

“Overall, our reforms have led to a more streamlined and efficient tax collection system in Borno state, setting a new standard in Nigeria for modernizing tax administration.

“These improvements have been made possible through the support of the government and stakeholders, and I am committed to further enhancing our services to meet the needs of taxpayers and promote economic growth in the state.”

On the expected IGR for the year 2024, the Board chairman said in full implementation of its current reforms, they look to exceed the projections for the year.
