In a political landscape often plagued by power struggles, distrust and discord between top government officials, the recent handover of executive powers by Governor Babagana Zulum of Borno State to his deputy, Umar Usman Kadafur, marks a significant display of trust, collaboration, and leadership excellence.
This move, which allows Deputy Governor Kadafur to function in an acting capacity while Governor Zulum proceeds on annual leave, is not the first of its kind. Remarkably, this is the second time Governor Zulum has transferred full executive powers to his deputy, showcasing a rare level of mutual respect and cooperation between the two leaders. Such actions are uncommon among governors in Nigeria, making Governor Zulum’s approach a standout example of effective governance and leadership.
Governor Zulum’s decision to entrust his deputy with full executive powers for the second time underscores his commitment to fostering a harmonious working relationship and ensuring continuity in governance. This act is particularly noteworthy as it demonstrates a departure from the norm of centralized power and unilateral decision-making that often characterizes political leadership in Nigeria. By empowering Deputy Governor Kadafur to act on his behalf, Governor Zulum not only upholds democratic principles but also sets a precedent for inclusive governance, shared responsibility, and continuity in governance.
In most states of Nigeria, governance often suffers when the Governor is out of town. In some cases, politicians and contractors would have to travel to any part of the country where the Governor is taking time off to lobby or seek approvals that cannot wait. But that has never been the case with Governor Zulum. Each time the Governor steps out of town to Abuja he tells his deputy “Your Excellency Deputy you are in charge.” That singular act of recognition for the deputy, give the latter his due regard and respect amongst all the appointees and cabinet members. It makes him not a spare tyre like the way other governors do to their second in command.
The historical significance of Deputy Governor Kadafur being the first Borno deputy governor to function in an acting capacity since the state’s democratic rule further highlights the symbolic importance of this handover of powers. It emphasizes the trust and confidence Governor Zulum has in his deputy’s ability to govern effectively in his absence, reflecting a deep bond of mutual respect and collaboration between the two leaders. Governor Zulum’s reputation as a leader and administrator who sets high standards in Nigerian governance is well-deserved. The enduring praise for the cordial relationship between Governor Zulum and Deputy Governor Kadafur never diminishes. There is also friendship in the bond that unites Governor Zulum and the Acting Governor. That bond was recently showcased when Zulum visited the newly refurbished office of the deputy governor. Though he approved the for the state of the earth reconstruction of the office, Zulum couldn’t hold his admiration for the improvements made in the new office complex. As such he teased his deputy by wondering if there is any deputy with such a nice office in Nigeria
And Deputy Governor Kadafur responded with a witty yet heartfelt acknowledgment by saying that, “Your Excelency is there any other Governor that is better than you in the whole of Nigeria? And the two roared into a hearty laughter as everyone in the room clapped in appreciation of such harmonious working relationship.
It is evident that Governor Zulum and Deputy Governor Kadafur share a deep sense of mutual respect, trust, and friendship, which underpins their collaborative efforts to govern Borno State.
On Thursday, June 13, 2024, Acting Governor Kadafur performed an important function of swearing in 15 critical boards at an elaborate event which ordinarily is done by the Governor himself. This event demonstrates the fact that Governor Zulum isn’t the power-intoxicated leader.
Zulum is a man prepared for the transience of power. He sees power as an opportunity to serve which is always time bound. Some one recalled how during one of his travels away from town, and his deputy called for his thoughts and guidance on some certain decision to be taken, Governor Zulum simply said “Deputy, you are in charge, take the decision you feel is best for the state.” And that was it.
From last week till July 7th, Kadafur is in charge, and it is in the enlightened self-interest of everyone in the government to acknowledge that. May God guide the most loyal and trusted acting Governor.
