In the next few days, precisely by 7th of July, the deputy governor of Borno state, Usman Umar Kadafur, would be ending his 30 days role as the acting Governor of the state. It would be a massive disservice and unkind of the media not to say or write something about it, especially what such power transfer means in the grand scheme of things, politically. 

In the world of politics, especially in black Africa, where there are often fights for power and a lack of trust among top government leaders, the Governor of Borno State Professor Babagana Umara Zulum showed great trust, teamwork, and strong leadership quality by recently handing over his powers to his deputy, Umar Usman Kadafur to function in acting capacity while he takes a break outside the country.

This move is certainly not the first of its kind. This is the second time Governor Zulum has transferred full executive powers to his deputy, something that has never happened in the annals of political  democracy of Borno state – one can even hazard a guess to say that this is novel occirence in most part of northern Nigeria.

Governor Zulum has by this actions demonstrated a rare level of mutual respect and cooperation between himself and his second in command. Such actions, which are uncommon among governors in Nigeria, makes  Governor Zulum’s approach a standout example of effective governance and leadership.


Governor Zulum’s decision to entrust his deputy with full executive powers for the second time in five years underscores his commitment to fostering a harmonious working relationship and ensuring continuity in governance. This act is particularly noteworthy as it demonstrates a departure from the norm of centralized power and unilateral decision-making that often characterizes political leadership in Nigeria. By empowering Deputy Governor Kadafur to act on his behalf, Governor Zulum not only upholds democratic principles but also sets a precedent for inclusive governance, shared responsibility, and continuity in governance.

In most states of Nigeria, the level of governance often declines when the Governor is away. Politicians and contractors may need to travel to wherever the Governor is vacationing to seek approvals that cannot wait. However, this has never been an issue with Governor Zulum. Each time the Governor steps out of town to Abuja he tells his deputy “Your Excellency Deputy, you are in charge.” That singular act of recognition for the deputy, gives the number-2 man his due regard and respect amongst all the appointees and cabinet members.


The historical significance of Deputy Governor Kadafur being the first Borno deputy governor to function in an acting capacity since the state’s democratic rule further highlights the symbolic importance of this handover of powers. It emphasizes the trust and confidence Governor Zulum has in his deputy’s ability to govern effectively in his absence, reflecting a deep bond of mutual respect and collaboration between the two leaders. And jt is also a confirmation that Zulum did not just accept Kadafur to function as a spare tyre, but may have done a lot of due diligence in scrutinizing his capacity in 2018.

This milestone in Borno State’s political history serves as a testament to Governor Zulum’s forward-thinking leadership style and his commitment to promoting unity and cooperation within the state government.

Governor Zulum’s reputation as a leader and administrator who sets high standards in Nigerian governance is well-deserved. His visionary approach to leadership, coupled with his emphasis on accountability, transparency, and service delivery, has earned him widespread acclaim both within and outside Borno State. By valuing the input and expertise of his deputy and entrusting him with significant responsibilities, Governor Zulum exemplifies a leadership style that prioritizes teamwork, consultation, and consensus-building.


There is also friendship in the bond that unites Governor Zulum and the Acting Governor. That bond was recently showcased when Zulum visited the newly refurbished office of the deputy governor. Though he was the one that approved the for the state of the earth reconstruction of the office, Zulum couldn’t hold his admiration for the improvements made in the new office complex. As such he teased his deputy by wondering if there is any deputy with such a nice office in Nigeria
And Deputy Governor Kadafur responded with a witty yet heartfelt acknowledgement, saying that, “Your Excellency the  deputy to the best Governor in Nigeria deserves to be in the best Deputy-Governor’s-Office.” And the two roared into a hearty laughter as everyone in the room clapped in appreciation of such a harmonious working relationship.


It is evident that Governor Zulum and Deputy Governor Kadafur share a deep sense of mutual respect, trust, and friendship, which underpins their collaborative efforts to govern Borno State.


The Vice President of Nigeria, Senator Kashim Shettima, who has been the boss to Governor Zulum and acting governor Kadafur, could not hide his admiration when he was in the state three weeks ago for a state function. While observing the order or protocol at the foundation laying event for the NEDC corporate headquarters, in Maiduguri, VP Shettima addressed Kadafur as “The First-Ever Acting Governor of Borno State”.


From  June 7th, Kadafur had been in charge, and it has been in the enlightened self interest of everyone in the government to acknowledge that.


By July 7th Kadafur would be ending his stint as acting Governor. Within this period many significant things have happened that ordinarily should warrant Zulum rushing back to the state to address or attend. But that did not happen because he had left the state in the hands of a capable deputy to run the affairs in full capacity as Acting Governor. May God guide the loyal and trusted Acting Governor.
