Governor Babagana Zulum emphasizes unity and optimism in the face of challenges

Borno State governor, Professor Babagana Zulum, presented a bold fiscal blueprint for 2025 on Monday, December 9, unveiling an appropriation bill that outlines proposed expenditures of ₦584,757,726, 000.
Named the “Budget of Recovery and Continuity,” the plan allocates ₦380 billion for capital projects and ₦203 billion for recurrent expenditures.
In his address, Zulum stressed the importance of collective effort, urging citizens to embrace optimism for a prosperous future. “Unity is crucial for the development of our state,” he declared.
“We must all work together to ensure the success of this budget and the recovery of Borno.”
The Governor highlighted the devastating impact of recent floods, which affected over two million people and severely damaged critical infrastructure, including roads, bridges, and utilities.

“Our focus will be on rebuilding and enhancing our infrastructure,” he noted, emphasizing the need for targeted investments in key areas such as food security, economic improvement, social services, education, and security.
Zulum also commended the support from the Borno State House of Assembly, led by Speaker Abdulkarim Lawan, acknowledging the assembly’s commitment to disaster recovery efforts and the allocation of necessary funds.
“I appreciate the assembly’s support in our endeavor to rebuild what was lost and to create a more resilient Borno,” he stated.
As the state looks toward recovery, the Governor called for due process in the implementation of the budget, ensuring transparency and accountability in all expenditures.
“Let us remain optimistic and committed to the principles that will guide us through these challenging times,”he concluded.
The budget presentation was marked by colors and pageantry, with the streets of Maiduguri—particularly those leading from the government house to the House of Assembly complex—filled with party supporters and school children waving flags and displaying party logos. Different musical bands added to the festive atmosphere as the governor waved to the cheering crowd.
