Maiduguri, Borno โ Engineer Lawan Abba Wakilbe, Borno State’s Commissioner for Education, Science, Technology, and Innovation, is spearheading a remarkable transformation in Dara Jamal. As Chairman of the Committee on the Resettlement of Dara Jamal, his fearless drive and unwavering commitment have been central to the rebirth of this community, once shattered by Boko Haram, now a beacon of hope for thousands.
For years, Dara Jamal, a community in Borno State’s Bama Local Government Area, was a haunting symbol of the Boko Haram insurgency’s brutal legacy. Once a vibrant settlement, it was sacked by the terrorists, subsequently becoming one of their strongholds before the Nigerian military reclaimed it, leaving behind a landscape of ruin and desolation. The communityโs inhabitants were forced into internal displacement, seeking refuge in makeshift camps, their homes and livelihoods destroyed.
But on Sunday, July 13, 2025, a new chapter began for Dara Jamal. In pursuance of its commitment to resetting the displaced people in line with the principles of dignity, voluntary and safety, the Borno State government has last weekend ensured that over 3,000 internally displaced persons (IDPs) were resettled into 500 newly built mass housing units. This monumental achievement is a cornerstone of the state’s comprehensive Reconstruction, Rehabilitation, and Resettlement (RRR) initiative, a bold endeavor to mend the fabric of communities torn apart by conflict.

Wakilbe’s Dexterity in Action
At the helm of this ambitious project is Engr. Wakilbe, an educationist cum politician whose dexterity, fearlessness, and unwavering commitment have been instrumental in turning a daunting vision of a governor into a tangible reality. Representing Governor Professor Babagana Umara Zulum, who was on official duty abroad, Wakilbe addressed the resettled families with a profound sense of accomplishment and a clear articulation of the path forward.
“His Excellency reconstituted the Bama Reconstruction Committee in 2023 with a renewed mandateโto rebuild Dara Jamal, commence the reconstruction of Maiyinti, continue works in Tarmuwa, and begin reconstruction in Kumshe,” Wakilbe stated, outlining the breadth of the committee’s responsibilities.
โToday, we are pleased to announce the successful completion of 500 houses in Dara Jamal and the resettlement of over 3,000 displaced persons,โ he said.

His words resonated with the palpable relief and joy of the returnees, many of whom had spent years in the crowded confines of the Government Day Secondary School (GDSS) in Bama town. Wakilbe’s leadership ensured that the governor’s directives were not just heard but meticulously executed, demonstrating a capacity for clear, results-driven management that has undoubtedly made Governor Zulum proud.
A Vision for Total Restoration
Dara Jamal is just one of several communities in Bama LGA that bore the brunt of the insurgency. Yet, its reconstruction signifies a broader commitment by the state government to not only restore destroyed communities but also to restore dignity to its displaced citizens. Wakilbe highlighted the ongoing efforts, noting,
โFrom 2019 to 2023, we rebuilt and resettled Banki town and initiated work in other communities like Gurosoye, Malumchalari, Konduga, and Gwoza,โ he noted.

The overarching vision, as articulated by Wakilbe, is ambitious yet achievable:
โThe vision of His Excellency is to close all IDP camps and resettle our people in their ancestral homes before the end of 2027.โ This goal underscores the urgency and scale of the RRR initiative, with Commissioner Wakilbe playing a crucial role in driving its progress.
Beyond the initial 500 permanent housing units, the plans for Dara Jamal include the construction of 1,000 temporary shelters to accommodate another 3,000 people, particularly those eager to return to farming this season. This foresight in planning for both immediate and long-term needs further exemplifies the committee’s comprehensive approach under Wakilbeโs guidance.
Holistic Support for a New Beginning
Resettlement extends beyond just providing roofs over heads. The Borno State Government has coupled the housing initiative with vital support packages. Each head of household received N100,000, with an additional N25,000 provided to each wife โ a thoughtful gesture recognizing the multiple needs of returning families.

Furthermore, the National Commission for Refugees, Migrants, and Internally Displaced Persons (NCFRMI) contributed essential relief materials, including bags of rice, cooking oil, mattresses, mats, and spaghetti. Wakilbe expressed gratitude for this collaborative effort, acknowledging both the federal government’s support and Governor Zulum’s financial palliatives.
Crucially, the success of the resettlement hinged on a secure environment. Wakilbe extended profound thanks to โthe security agenciesโthe Army, Police, Civil Defence, and vigilante groupsโfor their unwavering commitment and visible presence in Dara Jamal.โ His courage in leading the committee into an area once synonymous with danger highlights his fearlessness and dedication to the cause.

Building Bridges and Partnerships
As part of the formal resettlement process, Wakilbe, leading the committee, undertook vital courtesy visits to key authorities, including the Shehu of Bama, His Royal Highness Alhaji Kyari Ibn Umar El-Kanemi; military commanders; and the Chairman of Bama Local Government. These engagements not only informed stakeholders of the progress but also solidified partnerships crucial for the sustained stability and development of Dara Jamal.
The rebuild of Dara Jamal is more than just a housing project; it is a megaphone to the power of resilient leadership and a clear example of how concerted efforts can reverse the devastating effects of conflict. Engr.
